UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a latest poll of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England reported that six out of ten of councils are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and land to support their finances, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of councils seeking to raise money from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders stated they would focus on service redesigns and using financial reserves to weather increasing financial challenges.”

Specific Cases of Proposed Disposals

One local authority in southeast England announced its asset disposal plan included the disposal of a retail complex in a local town and a social club in another town to generate £20m over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Broader Financial Pressures

The survey of councils in the coalition, which covers several urban centers, further found that over seven in ten of councils will have to increase local levies next spring to address the growing cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of county councils this week further found local finances being strained by the increasing figures of children and adults needing special educational assistance.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the special educational needs framework until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 deprivation indices,” said the study.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of England. The data highlights the extent of challenges facing local leaders across major urban centers in the coming year,” the analysis concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of disadvantage and demand,” said Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of councils have cut or compromised care services in the past 12 months, the study revealed.
